This hood is reminiscent of the one worn by Garrett in the Thief videogame franchise, or the hooded cloaks worn by the assassins in the Assassin's Creed videogame franchise.

Parts Used

I started with the NCR Face Wrap Armor, isolating the face wrap and deleting everything else. I then added the Ghost Person hood from the Dead Money DLC.

Apocrypha

The Sneak debuff during the day is due to the fact that this hood looks very much like something a stereotypical thief would wear, thus making the wearer very conspicuous in daylight.
